we need food rebalancing(stranded)

as you know
level 3 hamburger has 85 quality
and level 5 bread has 80 quality
this is fine but
level 15 shark soup has 85 quality
and level 20 meal has 100 quality

hamburger and shark soup gaves same health and hunger
meal gaves little more

the ways to solve this is decreasing the low level foods quality
or increasing high level foods quality

I think decreasing the quality of the low level food is a better option.
